Governor Dave Heineman toured the tornado damage in Pilger Tuesday, saying it looked even more devastating from the Nebraska National Guard helicopter he rode in on.
Heineman compared what he saw to the twister that hit Hallam in 2004.
That's the last time the state suffered a death from a tornado before Tuesday.
"We rebuilt Hallam. We're going to rebuild Pilger, but it takes time," said Heineman. "The reason I know we can get this done is just talking to these residents. They're going to be resilient, but it's really tough right now."
The governor declared the area a disaster and is asking President Obama to do the same.
Heineman told residents that every resource the state has will be made available to Pilger.
