It may be no surprise that rural communities must pick and choose the projects that are most important to tackle on a yearly basis.

Hayes Center's budget issues are constant. With only about 250 people, they don't bring in enough money to cover extra projects throughout the year.

Their budget is restricted because of real estate values and how much tax money is received. Officials say they're not alone when it comes to fighting the financial battle.

"All municipalities probably struggle financially whether they're a big city or a small city, because there's always things you'd like to have money to do," said Village Clerk Jan Singleton.

"There's more projects than there is money for so I don't think we're different than other cities regardless of size," said Singleton.

Officials add that Hayes Center is still a great place to live and community members accept the challenges that come with living in a small community.
